New resource: Explore the Education Commission of the States’ new Education-to-Workforce Indicator Framework Toolkit

 

Education Commission of the States is excited to share a new suite of practical tools that help states strengthen education-to-workforce data systems using the Education-to-Workforce (E-W) Framework. Developed by the commission in partnership with Mathematica, this four-part guide walks state leaders through improving data collection and reporting at every stage, from deciding on essential questions to modernizing data systems.

  • Using Essential Questions to Guide Data Collection and Reporting offers a process for identifying the critical questions you want to answer, designing your data collection approach, and acting on the answers your data systems provide.
  • Strengthening State Education-to-Workforce Data summarizes an assessment of the indicators that states most commonly collect, where gaps remain, and how state leaders can modernize or expand their data systems.
  • 50-State Comparison: State Data Dictionaries and Manuals links to every public E-W data dictionary, data manual, or related document our team identified in early care and education, K–12, postsecondary, and workforce data systems across all 50 states and the District of Columbia.
  • State Data Reporting Dashboard provides links to thousands of public dashboards and reports that provide information on education and workforce across every state and the District of Columbia. In addition, it aims to help state education and workforce leaders gauge how fully they can answer essential questions about student progress from early education into the workforce.

And check out these case studies that describe how Colorado, the District of Columbia, and Washington have used the E-W Framework to improve data collection and reporting in their statewide longitudinal data systems.

Opportunity knocks: Call for state and district leaders and staff to pilot an E-W Analysis Tool!

 

Double Line is developing the E-W Analysis Tool to help states, districts, and community-based organizations gauge their data readiness for answering critical questions about how people progress from education to career. The tool will be designed to help organizations prioritize investments in data collection, management, and governance by helping you to:

  • Inventory data sources and (based on mappings to the E-W Framework) show what outcomes, metrics, indicators, and essential questions your data can power
  • Generate reports and analysis to foster internal dialogue within (or among) your agencies
  • Highlight what essential questions that additional data collection could unlock

To inform refinements to its E-W Analysis Tool, Double Line seeks feedback from state and district staff. Through July 2026, feedback participants will meet once monthly for about an hour to discuss the E-W framework, review tool functionality, and provide feedback on how it could fit within their structure. States and districts will not be asked to provide data. The first three states to sign up will be considered core feedback participants and offered $10,000 in compensation for time spent.
